If you go to the RC home site, in the DIY section you will see a page for modifying the SeaClone. One of the mods involves removing the inner tube, cutting it off, and re-inserting it. Several people have mentioned they have broken the inner tube off while trying to remove it. I haven't had this problem in the past, but today while modifying a SeaClone for someone else it did break for me too.
What I did to fix this is take a long, standard screwdriver with a skinny tip and sharpen the tip as much as possible. Then, I stuck the screwdriver into the skimmer body, placed the tip between the broken inner tube piece and the socket into which it fits. I gave it a gentle tap or two with a hammer, the broken piece came out pretty easily.
I will add this to the SeaClone mod page.

To avoid breaking it fill the skimmer with really hot water first. Then rock it back and forth a couple of times and comes out really easily.

Actually, if you have a drill with a small circular blade on an extension, you can cut the tube in place. No worries about removing it and cracking it and then having to reattach it!!

Yes, I have heard of people cutting the tube with a Dremel tool while it is in place. If you have access to a tool like this I think it is an excellent way to do it. I am not familiar with an accessory for a drill with a circular blade on it, but I'm guessing it must be similar to the Dremel tool.
