Would it be better to get 2 175W 6500K over a tank or one 250W Iwasaki, I was also planning on two 110W blue actnic flourecents.
this would be for a 60 Gal tank, 48"x15"x18"

The recommendation is a MH every two feet. Since your tank is 4 foot, I would go with 2 175W. If you go with only one 250W, the light will not be distributed very well.

Price difference between the 175 setup and the 250 watt setup is minimal but they quality of light difference is HUGE!

I would actually go with 2 250 watt Sakis and the two VHOs. That would give you a nice setup and would allow you to upgrade to a larger tank (in the future) without having to sell your setup to get a new one!

dont you think 2 250s and 2 VHOs would get the water temp too hot even with a fan blowing on them?

Depends on what you're gonna keep. Like you said, it's been a subject beaten around and there are as many answers as posters.

Generally, the more light dispersal the better. Look at the animals you want to keep, your pocketbook, your future plans and go from there.

2 x 150 HQI has my bet. Very bright with no or less heat problem.
