Yes a dsb is safe. Some octos will require a dsb in order to feel safe. Other octos will prefer a pvc elbow to hide in.
O.Bimaculoides, the best pet octo you can get seems to like a good pvc elbow to anything else. I currenty have the rare, undescribed mimic octopus, and this species seems to be a sand dweller only. It will only sleep under the sand. I had another species of octopus from the macropus family. That too was a sand dweller. I use a plenum with 6" of aragonite.

I seen something on the Discovery channel bout a year ago on the mimic octo.... Really awesome octo from what I recall, they had a hell of a time trying to find one.
