Powder Blue's are very active fish typically found in shallow high energy environments. As such they needs lot's of swimming room (sorry to say but a 55 is too small) and lot's of current to do well. They are also prone to amyloodinum type protozoan infections that often cause them to scratch (have you seen any scratching?) and thier color to fade. It would also be a good idea to test your water for amonia, nitrite, nitrate, and pH and then post the results. Water quality issues are also a possibility for this.
