what do you think about a 5gal. tank with a dsb sponge filter some hitching posts.can i just place decap. brine in the tank on a daily bases?

Hi Oscar, skip the dsb if it is live sand. Live sand & rock harbour hydroids, which multiply like maniacs when you put BBS, their favourite food, in the tank. If it's dead sand, go for it. You don't need it for extra filtration, so just an ordinary sand substrate will do.
The sponge filter is excellent.
You will need to hatch the brine shrimp beofre adding them to the tank. The process of hatching will dramatically reduce your pH. Hatch in a hatchery with an airline attached, as decapped eggs need to be agitated to hatch.

definitely skip the DSB, in order to take advantage of all that a DSB would have to offer with the diverse animals needed to keep it alive, you want to have at least a 55 set up. (obviously too big for dwarves).
The 5 gallon tank will be great for the dwarves to keep them happy. No live sand or live rock like Mairi said. They're ruin your whole tank because of hydroids.
