They look like they might be Star Polyps or something very similar like an encrusting Gorgonian.

Could be. I can't tell if they are growing from a mat or not. Hard to se it in the pic.

I have a colony of these things and have no idea what they are either. I can tell you they don't mat, but have runners that attatch themselves and new polyps form. Also they grow like CRAZY !

That looks alot like orange clove polyps my LFS sells. They have a website w/ a photo at aquacorals.com under soft coral-polyp corals
