Can you DIY a Refugium for a 12gal jbj nano. If so how and where do you find it?

Yep.

Take a razor and slice off the black plastic on the back of the tank.

Stick a light back there and grow chaeto in the middle chamber.

I run the 5.1LED light and grow a "brick" of chaeto every 2-3 weeks

Is a 5.1 LED like a LED flash light. And where do you look at nanotuners to find that light

I did this on an Aquapod 12gallon. I cut the backing off of chamber 2, and did a DIY light by picking up a Perfecto incandescent light strip (http://www.petsmart.com/global/product_detail.jsp?PRODUCT%3C%3Eprd_id=845524441780277&FOLDER%3C%3Efolder_id=2534374302030119&ASSORTMENT%3C%3East_id=2534374302023693&bmUID=1174355705991&itemNo=8&N=2030119&Ne=3) and cut it down to fit a screw in PC aquarium bulb (http://www.petsmart.com/global/product_detail.jsp?PRODUCT%3C%3Eprd_id=845524441809765&FOLDER%3C%3Efolder_id=2534374302030120&ASSORTMENT%3C%3East_id=2534374302023693&bmUID=1174355940253&itemNo=2&In=Fish&N=2030061+4294967268&Ne=2), both items picked up for about $20 locally. You'll also need some super glue, and self adhesive velcro strips. Total cost, about $25 and 30 minutes.

I don't have any pictures right now, but what I did was to cut the end off of the light strip farthest from the switch and socket, and set that end piece aside to be reused. I then cut off enough of the light strip to make it the length I wanted (I cut it just above the end of the built in plastic reflector, which is just the right length for the bulb), and then glued the end piece back on to close the fixture up. Insert the bulb, mount to the back of the tank with the velcro, and plug it in!
